New syntax X:Numregexp=Provider['z'Zone] , ... Defines exceptions for
numbers, which alwyas get serviced by a certain provider or for special
charging models like "5 friends", where you pay less when dialing predefined
numbers. For details on syntax please consult man rate-files, or
  rate-files.man befor installation.

This feature requires, fnmatch.h and the function fnmatch. If your
clib doesnt't have it, let me know.

  all tools:
If you use the English country names or the NL cities you should
rebuild you destintation database, there are more and corrected
    entries now.

    chdir to isdnlog/tools/dest
    and do
      $ make dataclean
      $ make data
if you have a valid top level configuration
    or
      $ make alldata
    for including all known countries.
Copy the resulting dest.gdbm to your isdn data dir (e.g. /usr/lib/isdn).

2000.02.28
  isdnrate.c:
A isdnrate daemon restarts now on the SIGHUP signal.

1999.12.21
  rate.c:
    date-range for T:Tag s. man rate-files
    date-range for P:Tag replaces G:

doc: moved isdnrate.man, rate-files.man to tools, fixes & updates
telrate.cgi: tmp below telrate, workaround for NN bug with grafic
zone, dest : new target dataclean in Makefile, clean doesn't del data anymore

1999.12.17
  all:
renabled warnings to get clearer messages/responses from users
  to disable them do in
isdnlog set logoptions, last nibble to 1 e.g. 0xf1
    isdnrate/rep don't start with -v (verbose)

  isdnrep:
old option -v (print connections with errors) is now -E,
    -v is verbose now
    obsolete option -c removed

1999.12.14
  isdnrate:
    new option -O socket-file-name
fixed SIGSEGV, when -P was not given with -D
  telrate.cgi:
starts now automatically an isdnrate daemon, with configured options
    (s. also telrate/configure)

1999.12.01
  isdnrate:
    new option -P piddir

1999.11.30
  isdnrate:

1999.11.08
  all utils:
  initRate reads now all provider-variants.
Providers _must_ have a B:-Tag now in rate-CC.dat
  e.g.
    P:33
    B:01033

1999.11.07
  isdnrate
new option Z (add LCR info)
    e.g.

      isdnrate -ZX 19430

  rate.c / getLeastCost
if number is a special number, this function looks at the service
and performs LCR for all numbers listet in this service.
So its possible now to find the cheapest online number / provider.

1999.10.21
Destination DB runs with isdnrate / isdnlog
Removed a lot of country-specific stuff in various files

    telrate.cgi:
uses now gd 1.6.3, GD 1.21 with PNG instead of GIF
      (smaller, no licence troubles)

      requires
        gd 1.6.3 which
           requires
	      libz, libpng
	        (e.g. ln -s /usr/X11R6/lib/libz.so /usr/lib/libz.so
		    ln -s /usr/X11R6/lib/libpng.so /usr/lib/libpng.so
		    ln -s /usr/X11R6/include/png.h /usr/local/include/png.h
		    ln -s /usr/X11R6/include/pngconf.h /usr/local/include/pngconf.h

    isdnrate.c:
-p, -x take now an additional argument 'B'
-pB ... show only business providers
      -xB ... don't show

The provider is considered as a business-provider if the
C:GT:-Tag contains the string "Business" (uppercase)

1999.09.03

    holiday.c: holiday-CC.dat
    ...
      W:H	Feiertag
      W:*	Immer # APPEND THIS

      T:*.*=0.30|2.20(60)/1
Mindestens 0.30, sonst 2.20 per Minute

      aber:

      T:*.*=0.30/0,2.20(60/1
          0.30 + 2.20/Min (0.30 = Herstellungsgebhr)

  rate-CC.dat: Syntaxerweiterung im C:Tag

gleichlautende C:Tags werden per '\n' appended

  telnum.c:
      Dirty hack fuer +1, +7 (s. _getCountry...)

  isdnrate.c:
Neue Option -S[v|n] (sort VBN oder Name statt Preis)

  rate-CC.dat: Syntaxerweiterung im C:Tag

folgende C:-Tags sind dzt. in Verwendung:

    C:Name:Provider-Firmenbezeichnung
    C:Address:Provider-Adresse
    C:Homepage:http://www.provider.CC
    C:TarifURL:http://www.provider.CC/tarife/
    C:EMail:info@povider.CC
    C:Telefon:0800 123 123
    C:Telefax:0800 123 123
    C:Hotline:0800 123 123
    C:Maintainer:lt@toetsch.at
    C:Special:Nur Businesskunden
    C:Zone:Fernzone ab 100 Km
    C:GT:Gebhentext z.B. 200 Mindestumsatz
    C:GF:Formeln f. Gebhren
(Diese Formeln werden von telrate.cgi - Gesprchsmix ausgewertet)
	z.B.
	C:GT:99 Mindestumsatz (per Monat)
	C:GF:Cost = Ch > 99 ? 0 : 99

	C:GT:Businesskunden ab 5000 Umsatz
	C:GF:Ch >= 5000 ? 1 : -1

	C:GT:Freischaltgebhr einmalig 480
	C:GF:Cost = 480/12

Vom telrate.cgi sind dzt. die Variablen
	'Ch' ... Kosten pro Mix
'MaxCh' ... Teuerste Spalte im Mix
	'Cost' ... Angefallenen Kosten
    definiert.

      isdnrate -CD3
      killed den Daemon wieder
